Reoffending rates have remained stubbornly high despite significant government spending on offender management. Almost half of those released from prison go on to reoffend within twelve months. Government needs to reduce reoffending through a criminal justice system that makes people accountable when they break the law, but also supports them so they do not commit crime in the future.
